Its published model puts a United States entity in front of offshore development, so the contract is domestic and the rate structure is not. With a smaller supplier the person who scoped the work is usually still on it six months later, and that continuity removes the translation loss behind most change requests.

Coverage is not the same as risk
Line coverage tells you which statements ran. It does not tell you whether checkout still charges correctly when a coupon expires mid-session. A team can reach 80 percent and have nothing defending its three revenue paths, because the easy code to cover is the code with no branches in it.
Risk coverage is a shorter list. Rank the flows by what a failure costs, then write, for each, the failure you are testing against. Ten of those beat four hundred assertions on a login page. In our own project history, a first risk map fits on two pages and takes a day and a half.
The pyramid is an economics argument, not an aesthetic one. A unit test runs in milliseconds, fails for one reason and points at one function. An end-to-end test runs in tens of seconds, depends on a browser, a network, a database and a third-party login, and a failure can mean any of them. On the builds Digital Heroes has priced, an end-to-end case costs roughly five to eight times an API-level case over its first year. The shape Mike Cohn described in 2009 is arithmetic rather than taste: push each check down to the cheapest level that still catches the failure.
Flake is worse than no tests. A suite that fails one run in six teaches your engineers to press retry, and the day it catches something real they press retry again. Set the rule before the first test lands: anything failing without a code change is quarantined that day, then fixed or deleted inside a set window.
The manual pass that outgrew the release window. Two testers, a day and a half, once a fortnight, is manageable. Three releases later it is three testers and three days, and the window is two. The pass gets trimmed to the screens somebody remembers, and the screens nobody remembers are where the regression lands. Once it no longer fits your cadence you are testing a subset chosen by memory, and automation has become the cheaper option rather than the better one.
Playwright, Cypress, Selenium and the checks most QA scopes leave out
Which runner you can still afford in year two
Playwright drives Chromium, Firefox and WebKit through one API, which is how most teams test Safari behaviour without keeping a Mac fleet. Auto-waiting removes the sleep statements behind much of the flake, and the trace viewer turns a failure into a replayable recording rather than an argument. Cypress runs inside the browser beside your application, which makes debugging pleasant and imposes structural limits: cross-origin steps need cy.origin, added in Cypress 9.6, and multi-tab flows sit outside the model. If sign-in redirects to a third-party identity provider, plan around that rather than discovering it in week six.
Selenium is the one your enterprise already owns. It follows the W3C WebDriver specification, a Recommendation since 2018, and Selenium 4 dropped the older wire protocol for it. If you have a grid, a decade of page objects and a Java team, replacing all of it for a nicer developer experience is rarely the best use of the budget. A firm that opens by proposing a rewrite has priced its own preference.
The upkeep nobody puts in the quote
Chrome ships a new stable version roughly every four weeks, so a visual regression baseline has a shelf life measured in weeks, and Node.js long-term support runs thirty months from release, which sets a date when your runner's platform must move.
Accessibility, the scope most testing quotes skip
WCAG 2.2 (Web Content Accessibility Guidelines) became a W3C Recommendation in October 2023 and added criteria that catch real products: 2.4.11 Focus Not Obscured, 2.5.7 Dragging Movements, 2.5.8 Target Size at 24 by 24 CSS pixels, 3.3.7 Redundant Entry, and 3.3.8 Accessible Authentication, which rules out making a user retype a code they cannot copy.
Two dates make this commercial rather than ethical. The United States Department of Justice rule under Title II of the Americans with Disabilities Act, published in April 2024, sets WCAG 2.1 Level AA for state and local government web content, with compliance from 24 April 2026 for entities serving 50,000 people or more and 26 April 2027 for smaller ones. Sell to a city, a county or a public university and that date sits inside your sales cycle. The European Accessibility Act has applied since 28 June 2025, with EN 301 549 as the standard. Automated checks catch only part of it. Keyboard traversal, focus order, meaningful names and a screen reader pass are manual work, and Deque, which maintains the axe rules most tools use, says so itself.
The market in 2026
Grand View Research, Mordor Intelligence and Precedence Research put the 2026 custom software market between roughly 50.9 and 74 billion dollars, growth estimates clustering between 17 and 23 percent. These are estimates and the houses disagree. Grand View puts enterprise software above 60 percent of that market, cloud at 57 percent and North America near 34 percent. Clutch lists more than 45,000 development agencies, as listed at the time of writing.
Read that last number as a supply signal rather than a market. Almost every firm on the directory will tell you it does quality assurance, because almost every firm writes some tests. The distinction is narrower: does testing have its own people, its own reporting line and its own deliverable, or is it the last four days of a sprint, compressed whenever the sprint runs late.
What that means for you rather than an analyst. Send one risk map to five firms and watch what returns. One quotes test cases. One quotes a coverage target. One asks which failures you fear most and who decides today that a build ships. That third firm read the brief.

The two costs that go missing from quotes. The first is data. Where the quality work sits inside a build, in our own projects moving and reshaping data runs 10 to 25 percent of build cost, and the same records feed your test environments. Standalone, somebody still has to produce a dataset covering the awkward cases and keep production information out of it.

What moves the price
How much can run below the browser
The biggest lever. If your application exposes a usable API and your services have contracts, most checks run without a browser, and the suite gets faster and steadier at once. If the only way to assert anything is to drive the interface, every check inherits the cost and fragility of a browser.
How many browsers, devices and viewports you must prove
Every combination multiplies runtime and maintenance. Read your analytics before writing the matrix, and be honest about which combinations you would fix a bug for. Real device coverage through a hosted farm is a subscription, not a one-off.
Whether your environments and test data behave
The cheapest suite still fails on a shared staging environment that three teams edit and one nightly job resets. Tests that create their own data and clean up after themselves cost more once and less every week after. A quote assuming a stable environment you do not have is not a quote for your project.
What has to be evidenced rather than just checked
Checking and evidencing are different budgets. WCAG 2.2 conformance for a VPAT (Voluntary Product Accessibility Template), a security scope set against the OWASP Application Security Verification Standard, or performance against a written service level objective each need artefacts that outlive the run. ISO/IEC/IEEE 29119 and ISO/IEC 25010 supply the vocabulary enterprise questionnaires borrow, and tester certificates usually come from the ISTQB (International Software Testing Qualifications Board).
Where these projects go wrong
Automating the manual script instead of the risk. The fastest way to look productive is to convert the manual test document case by case. You end up with four hundred tests, most walking the same three screens, and a runtime nobody waits for. In our own project history, reshaping an interface-heavy suite into an API-first one has taken 5 to 9 weeks and $22,000 to $48,000, and the original suite worked exactly as commissioned.
Letting flake pass unchallenged until nobody reads the results. It starts with one timing-dependent test and a retry button. Within a quarter the team treats red as noise, and the first genuine regression rides through into production. On our engagements, restoring confidence in a suite that had drifted to roughly four passing runs in five has taken 3 to 6 weeks, and the real loss is every month it ran without being believed.
Meeting accessibility for the first time in a procurement document. A public-sector or enterprise buyer asks for a VPAT, and the request arrives with a signature date attached. In our own projects, retrofitting WCAG 2.2 Level AA across an existing front end has run 4 to 10 weeks and $18,000 to $55,000, most of it focus management, target size and form errors, and that timeline is not yours to move. Handled during the build it costs a fraction, because the components get it right once instead of being corrected everywhere.
How to run the selection in two weeks
- Days 1 and 2. Write the risk map yourself. One page: the flows ranked by what a failure costs, the last three incidents that reached a customer, and the release cadence you must fit inside. Every firm will price against it.
- Day 3. Take an honest inventory. The manual pass and how long it takes, any suite and its pass rate, your pipeline, your environments, and who decides today that a build ships. Include the embarrassing parts, because a quote written against a tidy fiction gets renegotiated.
- Days 4 to 7. Approach five firms of different shapes: one with a standing testing practice, two product companies, one augmentation supplier, one offshore team. Send all five the same risk map.
- Days 8 to 10. Make each one triage a real failure on a call. Thirty minutes, no slides. Show a bug that escaped and ask where it should have been caught, and at which level. Then ask what they do with a test that fails one run in six. That answer sorts the field faster than any case study.
- Days 11 and 12. Force every quote into the same seven lines: strategy, framework and pipeline, API tests, end-to-end tests, test data, accessibility and performance, first-year maintenance. Quotes that will not decompose are hiding the maintenance line, the one that recurs.
