That spread is not greed. Two of them priced a website and two priced software. Nobody asked which one you were buying, and you did not know there was a question.

Marketing site or web application: the fork that sets the budget
Here is the test, and it takes ten seconds. Imagine two customers logged in at the same moment. If both see the same thing, you are buying a website. If the screen changes because of who is looking at it, you are buying software, and everything downstream changes with it.
A marketing site is content, templates and forms. The work is design, a content model, page speed and a redirect map. Three people can build a good one, most of the risk sits in copy and photography, and the money goes on how it looks and how fast it loads.
A web application is state. There is a database whose contents have to still be correct on Tuesday, an authentication layer, roles and permissions, background jobs, an admin view for your own staff, and a support burden that starts the day after launch rather than ending there. It needs a back-end developer, a front-end developer, somebody who has designed a schema before, and a tester. The money goes on the parts nobody demonstrates in a pitch.
Three things go wrong at this fork, and all three are expensive.
- Hire a design-led studio to build an application and the first hard question lands in month three, when two users edit the same record and one of them silently loses their work.
- Hire an application team to build a brochure site and you pay a schema designer's rate to produce eleven pages and a contact form.
- Commission the third shape, a marketing site with a booking flow or a customer portal bolted on, without naming it as two jobs, and you get one half built properly and the other built by whoever was free that week.
Say which one you are buying in the first email you send. If it is the third shape, say that too, and ask each firm which half it staffs in house and which it subcontracts. Its published services lead with mobile, and that ordering is informative rather than a criticism. If your product is an app with an administrative web console and a marketing site behind it, buying all three from one team removes an entire category of argument about which side owns the shared application programming interface.
Wrong call when the web application is the product, because a mobile-led practice is organised around a different release cycle, so confirm the web engineers are in house.
Which stack you end up owning
The stack is not a technical decision, it is a hiring decision, and you are the one who lives with it. Ask each firm what it would build in and then ask the second question: how many developers in your city can be hired to maintain that in three years.
The safe answers are boring on purpose. React with Next.js on the front, with Node.js, Laravel, Django or Ruby on Rails behind it, all have deep hiring pools and public upgrade schedules. A bespoke framework nobody outside the agency has used is a lock-in dressed as an advantage.
Upgrades are a calendar item, not an emergency, and only if somebody owns them. React 19 was released in December 2024 and the Node.js release schedule ended support for version 18 in April 2025, which is exactly the kind of date that turns into an unplanned invoice when nobody has been watching. Before you agree to a stack, ask what its support window is, who applies the upgrades, and whether that work is inside your support agreement or billed at the out-of-scope rate.
The market in 2026
Upwork's own skills data puts web design and front-end development in the top five coding skills by volume, with full-stack development the single highest-volume coding skill on the platform. That is why the same brief can be quoted at eighteen thousand dollars and at two hundred thousand without either firm behaving badly. Supply is enormous and undifferentiated at the point of search, so price signals almost nothing about outcome, and your specification has to do the work that price cannot.
The wider figures are estimates and they disagree with each other, which is itself worth knowing. Grand View Research, Mordor Intelligence and Precedence Research size the 2026 custom software market, the broader category this work sits inside, at roughly 50.9 to 74 billion dollars, with compound growth clustering between 17 and 23 percent. Grand View puts enterprise software above 60 percent of that market, cloud deployment at 57 percent, and North America at around 34 percent of spend. None of those houses prices web development on its own. Clutch lists more than 45,000 development agencies as at the time of writing, and GoodFirms lists 15,948 ecommerce development firms, so the shortlist problem is not scarcity.
What that means for you rather than for an analyst: you are not competing for access to a supplier, and you will never run out of firms willing to quote. You are trying to make five quotes describe the same job, and the only instrument that does that is a written specification you control.

These bands come from our own project history at Digital Heroes rather than a published survey. They are what we have quoted and delivered for each shape of build, and the chart plots the same three numbers.
The two costs that go missing from quotes. In our own projects, moving existing data runs 10 to 25 percent of the build. Nine thousand customer records with three duplicate spellings of the same company name do not clean themselves, and somebody has to decide what happens to the four hundred rows where the required field is empty. A quote saying migration included with no record count beside it assumed a smaller and tidier number than yours.

What moves the price
The number of distinct roles, not the number of screens
Permissions are the most under-priced line in web development. One role is a boolean. Four roles with branch-level visibility, an approver who can see totals but not edit them, and a customer who sees only their own records is a model that touches every query in the application. Ask how many roles the quote assumed. If the answer is a shrug, the difference will arrive as a change request in month three.
Whether money moves through it
Taking payment changes the compliance picture, not just the feature list. PCI DSS version 4.0 brought requirements 6.4.3 and 11.6.1 into force on 31 March 2025, covering management of the scripts loaded on a payment page and detection of unauthorised changes to it. That is a real engineering task with an owner and a monitoring cost, and a quote that treats payments as a plugin has not read it.
How many systems it has to talk to, and who owns them
Each integration carries three costs: building it, handling the case where it is unavailable, and getting credentials from whoever owns the other end. The third is the one that eats the calendar. Write down the name and email of the person at each vendor who can issue sandbox access before you sign, because a build waiting on a login is billed the same as a build that is moving.
What proof your own customers will demand
If you sell to businesses, somebody will eventually send you a security questionnaire. A SOC 2 Type II report is not a document you buy at the end; it covers an observation window of typically three to twelve months, and that window can only start once the controls actually exist in the product. Decide in discovery whether audit logging, access reviews and encryption at rest belong in version one, because retrofitting them later delays a sale rather than a release.
Where these projects go wrong
The wrong shape was bought at the fork. A team built for content pages meets its first concurrency problem in month three, when two staff edit the same booking and the second write quietly overwrites the first. On a recovery Digital Heroes was called into, rebuilding the data layer properly cost eleven weeks and more than the original build, and none of it was visible to anyone looking at the screens. Establish at quoting stage which of the two things you are buying.
Permissions were left until after launch. The first version ships with an administrator flag, then the third customer needs branch managers who see only their own branch. Reworking that touches authorisation on every endpoint, every query and every test. In our experience it costs six to ten weeks and a full re-test, against roughly one week if the model had been written down in discovery.
Nobody could test the integration because there was no sandbox. The vendor issues production credentials only, or issues nothing until a contract you have not signed is in place. Development stalls with the team already booked and paid for. Three to six weeks of idle calendar is the ordinary outcome, and it appears on the invoice as delay rather than as anyone's mistake. Ask for sandbox credentials in week one, before they are needed.
How to run the selection in two weeks
- Days 1 and 2. Write the twelve things a person does. Not features. Sentences in order: a customer requests a quote, a branch manager approves it, an invoice is raised. Twelve of those is a specification a firm can price. A feature list is not.
- Day 3. Settle the fork in writing. Marketing site, web application, or both as two workstreams with two budgets. Put your answer at the top of the brief so every quote is priced against the same assumption.
- Days 4 to 6. Approach five firms of different shapes. A product consultancy, an offshore engineering team, an enterprise integrator, a design-led studio and a mid-market development company. Send the identical twelve sentences to all five.
