Problem 2: placement matching is a search problem nobody built
A removal is happening tonight. Three siblings, ages 2, 7 and 11, one with a documented medical need, one who needs to stay in the same school district, and a maternal aunt in the next county who has expressed interest but is not licensed. The placement worker starts calling.
What she needs is a search across licensed capacity, current occupancy including placements made an hour ago, license restrictions by age and behavior, tribal affiliation for ICWA placement preferences, distance to the school of origin, and kinship options already identified on the case. What she has is a bed list that is accurate as of last Friday and a phone.
