What education and eLearning software actually needs from the build

SCORM, the Sharable Content Object Reference Model, ships in two versions that are not the same specification. SCORM 1.2 finds its JavaScript object by walking up the frame hierarchy looking for window.API and records one lesson status in cmi.core.lesson_status. SCORM 2004, fourth edition, uses window.API_1484_11 and splits that into cmi.completion_status and cmi.success_status, the difference between finishing a module and passing it. Build for one while your customers author in the other, and learners finish courses that never register as finished.

The detail nobody mentions until it bites is bookmarking. SCORM 1.2 caps cmi.suspend_data at 4,096 characters. SCORM 2004 raises it to 64,000. A branching course storing state in that field truncates silently on 1.2, and a learner returning on Monday restarts from the beginning while support files it as a login bug.

xAPI, the Experience API, replaces the reporting model rather than the packaging model, sending actor, verb and object statements to a learning record store. The piece most teams miss is cmi5, the profile that gives xAPI the launch and completion semantics SCORM already had. Without it you hold a stream of statements and no dependable answer to whether a learner completed an assignment.

If your buyers are institutions, LTI is not optional. Learning Tools Interoperability, maintained by 1EdTech, is how your product appears inside a university's own platform. LTI 1.3 with the LTI Advantage services is the current shape: OpenID Connect third party initiated login and a JSON Web Token signed against a key from a rotating JWKS endpoint. Deep Linking 2.0 places content in a course, Assignment and Grade Services pushes scores into the gradebook, and Names and Role Provisioning Services says who is in the section. LTI 1.1, which signed with OAuth 1.0a, is retired.

Rostering sits below that, arriving nightly through OneRoster in CSV or REST form, or through Clever or ClassLink, carrying adds, drops, transfers and section changes that a serious system treats as events, not overwrites. Above it sits the part specific to your commercial model: enrolment shapes differ per contract. One customer buys a seat pool and reassigns seats as staff turn over. One buys a dated cohort with a fixed start and no resits. One buys a site licence where a matching email domain enrols on first login. One is a district where enrolment expires with the term. Four different objects, and a schema treating enrolment as a column on the user row expresses one.

Accessibility is procurement, not polish. United States institutions buy against Section 508, European buyers against EN 301 549, and both point at WCAG 2.2 level AA. What they want is a document: an accessibility conformance report, usually on a VPAT template, stating criterion by criterion what you support. WCAG 2.2 added the criteria that hurt education products most. 2.5.7 Dragging Movements is every drag and drop question type. 2.5.8 Target Size sets 24 CSS pixels, every answer button on a phone. 3.3.8 Accessible Authentication rules out the puzzle login, and 2.2.1 Timing Adjustable governs every timed assessment.

Student data rules vary by jurisdiction. In the United States, FERPA governs education records and the vendor usually operates as a school official under direct control, COPPA applies the moment a user is under 13, and states add their own, California's SOPIPA among them. Districts increasingly sign through the Student Data Privacy Consortium's national agreement rather than your paper. In the United Kingdom and the European Union you are under UK GDPR or GDPR, and a European university will ask which region the database sits in. And the academic calendar decides the rest, because a platform that misses its intake does not slip three weeks, it slips a year.

Build, buy, or extend: the honest version

Plenty of education businesses should not build a learning management system (LMS). If you sell self-paced courses, take card payments, issue certificates and nothing about your enrolment model is unusual, a hosted platform does that next week for a monthly fee.

Build when the platform is the constraint rather than the tool: when your contract shapes do not fit what it can express, when you must appear inside an institution's own system through LTI, or when per-seat fees have passed the cost of owning the software. Most people skip the third option: keep the hosted platform for delivery and build only the layer it cannot do. In our own projects that is often the smallest useful build, and Digital Heroes will scope it beside the bigger one.

The four things that hurt, and what we do about each

Completions that never arrive

A cohort of 400 finishes a mandatory module and 60 show as incomplete, and nobody can say which 60. In our own projects, correcting a SCORM runtime after launch costs two to four weeks of engineering, in the month you should be onboarding customers.

It happens because the runtime was treated as an integration rather than a contract. The player sits in an iframe, the content walks the frame chain looking for the API object, and if that object is behind a cross-origin boundary it finds nothing and fails quietly, because 1.2 content keeps going when the API is absent. Add the 4,096 character cap and a status model mapping one lesson status onto two 2004 fields by guesswork, and three failures reach the user as one complaint.

Digital Heroes settles the runtime in the specification. The document names which SCORM versions the platform accepts, how lesson status maps to completion and success in both directions, and what happens when suspend_data exceeds the 1.2 cap, which in our builds means state goes to our own store keyed on the attempt while suspend_data carries a pointer. The grade that never reaches the gradebook

You sold into a university. In week three of term, instructors report that scores are not reaching the gradebook. On the builds Digital Heroes has priced, retrofitting a full LTI integration after launch runs three to six weeks, mid-term.

LTI 1.3 is four separate things and most integrations implement one, the launch, which is why the demo passes. Assignment and Grade Services is a separate service with its own scope and token, and the line item has to exist before a score can be posted. The key that verifies your tokens comes from the platform's JWKS endpoint and rotates, so an integration that cached it in week one fails in month seven with no code change on your side. Each tenant carries its own client_id and deployment_id, so a build against one institution hard-codes values nobody labelled as configuration.

Digital Heroes names the services in scope one by one. Platform registration is a data model from the first commit: issuer, client_id, deployment_id, key set URL and token endpoint per tenant, never a config file. Keys are fetched with rotation handled rather than pinned, grade passback creates the line item before it posts a score, and roles are read from role URIs, so a teaching assistant does not arrive as an instructor. Then it is tested in live tenants on the platforms your buyers run: Canvas, Moodle, Blackboard, Brightspace.

One new contract shape, and a rebuild

Your biggest deal arrives with a requirement that sounds trivial: the same learner sits under two employer contracts, and each reports separately. Two weeks of work, everyone agrees. In our own projects, changing an enrolment model after launch is a six to ten week job, because it is every report, permission check and historical record standing on one table.

The decision was made in week two of the original build. Someone modelled enrolment as a foreign key on the user row, because on day one every learner belonged to one course under one contract. That model cannot express a learner in two cohorts, a seat reassigned mid-term, a resit that must not overwrite the first attempt, or a completion belonging to a contract that has ended. Each arrives later as a customer request, answered by widening the table until the reports disagree.

Enrolment is a first-class entity in every education system Digital Heroes builds. It carries its own identity, the contract or cohort it belongs to, and a state machine covering invited, active, suspended, completed, expired and withdrawn. Attempts are immutable records against that enrolment, so a resit is a new attempt, never an update, and reporting is scoped by contract in the first query. Settled in week one, it decides whether your tenth contract shape is configuration or a project.

The accessibility report you cannot produce

A procurement pack asks for an accessibility conformance report against WCAG 2.2 level AA and you do not have one. Producing it means an audit and then a remediation pass. In our own projects, retrofitting to level AA runs three to eight weeks, against roughly a week of extra effort when it is specified at the start. The deal waits.

It happens because accessibility is treated as a QA item and QA runs at the end. By then the component library is written, the video player was chosen for its API rather than its captions, the question types were built with mouse interactions because that is how the design was drawn, and the timed assessment cannot extend time. Each of those is a component decision, and component decisions harden fast.

Level AA goes into the requirements document as a target, and the component library is where Digital Heroes enforces it: visible focus, target sizes at or above 24 CSS pixels under 2.5.8, a single pointer alternative to every drag interaction under 2.5.7, no authentication step requiring recall or a puzzle under 3.3.8, and timed assessments with an extension mechanism under 2.2.1. Testing runs with a keyboard and a screen reader during the build, and the evidence is handed over criterion by criterion, so your sales team answers the pack instead of escalating it.

The education platforms Digital Heroes has already built

A test platform is where an attempt model has nowhere to hide. A part-finished attempt, a resumed session, a timed-out session and a resit are four states, and a schema storing one score per student per test cannot tell them apart.

No results or percentages are attached to those names, because none are published. What they mean is that the standards and enrolment states above are not a reading of specifications, but things this team has had to get right in production.

These are senior team rates for production software, not marketplace pricing. If a quote for a learning platform lands under five figures, the difference is paid for somewhere, and in education software it is paid for in the enrolment model or the standards work.

A workforce training provider moves off a hosted platform onto its own, carrying 260 courses, mostly SCORM 1.2, roughly 14,000 learners, and 38 employer contracts that each now want separate reporting. Two costs go missing from most quotes. The first is data migration. In our own projects it runs 10 to 25 percent of build cost, and in the scenario above it is 18,500 dollars against 128,000, the line competing quotes leave out. Historical attempts are why: a certificate earned in 2022 has to still be provable in 2027, and moving those records with timestamps, scores and course identifiers intact is engineering, not an export.

The second is year two. On the builds Digital Heroes has priced, keeping a platform current runs 15 to 20 percent of build cost annually, roughly 19,000 to 26,000 dollars a year on this one. That covers institutional platform upgrades, new WCAG criteria as procurement adopts them, and next year's enrolment shapes.

How the work runs

Specification comes first and it is signed. Two to four weeks, and it names what is expensive to change: which SCORM versions the platform accepts, whether xAPI runs under cmi5, which LTI services are in scope, the enrolment states, the WCAG level and who writes the conformance report, and an inventory of everything that has to migrate. You own it whether or not you build with Digital Heroes.

Build runs in two week increments against a working environment that exists from week one. Conformance is tested continuously: real packages, real tenants, a keyboard and a screen reader on every component as it is written.

Launch is rehearsed. Migration runs twice against a copy of production before it runs once for real, with record and attempt counts reconciled each time, because the migration nobody rehearsed is the one that fails the weekend before intake. Then the team that built it stays retained, the same named engineers, on a monthly figure quoted before launch, not after.

What to ask any agency before you sign

  • Which SCORM versions will the platform accept, and how does lesson status map between 1.2 and 2004 in both directions? If the answer is that a library handles it, ask which library.
  • Which LTI Advantage services are in scope? If grade passback is called included without Assignment and Grade Services being named, it is not scoped.
  • Is enrolment an entity or a field in your data model? If it is a field, ask what a resit does to the first attempt.
  • Which WCAG level are you building to, and who writes the conformance report? If accessibility is only a QA line item, it is not in the price.
  • Where will student data live, and who is the processor? A firm that cannot answer for a European region will fail a university's data protection review.

Who we are wrong for

A brochure site for a tutoring business under five thousand dollars belongs on a hosted builder.

If your enrolment model is ordinary and your buyers are consumers, a hosted course platform is the right answer. You will hear that on the call, not after the deposit.

A board that requires engineers sitting in a United States office should look elsewhere. Delivery is from India, and overlapping hours do not change a hard requirement.
