Why utility recovery quietly becomes a compliance problem at scale
The master water bill for a 312 unit property arrives at $19,840 for the period. The stack is usually a property management system such as Yardi or RealPage holding leases and ledgers, a submetering hardware vendor's read portal, a spreadsheet holding the allocation logic, and either an outsourced provider like Conservice or an in house team. Those products are real and the outsourced model works for a lot of owners. The gap appears when you scale across states: the allocation method that is legal in Texas is not necessarily the method permitted in another jurisdiction, the administrative fee you may charge is capped in some places and not others, disclosure language belongs in the lease addendum, and the window in which you must bill after receiving the master invoice is set by rule in several markets. Confirm the specifics for your states with counsel rather than with a blog. The operational point stands regardless: a national portfolio is running many different legal regimes through one spreadsheet.

Some jurisdictions restrict RUBS for water entirely. Some require submeters in new construction. Some cap what you may add as an administrative or billing fee. Some require the resident be given the master bill on request. Some prohibit billing for common area consumption at all, which means the common area share must be identified and excluded before any allocation happens.
Off the shelf products support a set of allocation methods and leave policy selection to you. Yardi and RealPage do this competently within their own ecosystems, and Conservice carries genuine compliance knowledge as a service. The friction is that in all of those models, the mapping from property to legal regime lives in someone's head or in a setup screen with no version history, so when a rule changes you find out through a demand letter.
What a custom build does: the jurisdiction is a first class object with an effective dated rule set. Permitted allocation methods, fee caps, disclosure text, billing window, late fee treatment, and dispute response requirements attach to it. A property inherits its jurisdiction and cannot be configured with a method that jurisdiction does not permit. When a rule changes, you change it once with an effective date, and every affected property is listed for you rather than discovered. Problem 3: prorations and vacancy are where the money actually leaks
A resident moves out on the 14th. The next resident moves in on the 22nd. Eight days of consumption belong to the owner, unless your jurisdiction and lease say otherwise. Multiply that by turnover across a portfolio and vacant cost becomes a real line item that most spreadsheets simply absorb without measuring. The mirror problem is a mid period move in billed for a full month, which is the kind of error that turns into a class action rather than a phone call.

Problem 4: meter reads fail quietly and estimates never get trued up
Submeter networks drop units. A radio module dies, a repeater goes offline after a power event, a unit gets renovated and the meter is replaced without the register being carried forward. Do that for four months and a resident receives a catch up bill that is indefensible, or the owner never recovers the consumption at all.

Estimates are marked as estimates, carry the method used, and create an obligation: when the real read arrives, the system trues up the difference across the estimated periods rather than pretending they never happened. Consumption anomalies get flagged against the unit's own history, so a unit running at four times its normal rate becomes a maintenance ticket in week one rather than a dispute in week five.
Problem 5: the dispute is the product, and your evidence has to be one click
Whatever else the system does, it will be judged on what happens when a resident calls, or when a state agency sends an inquiry, or when a plaintiff's firm requests billing records for a property. The answer needs to be a single statement showing the master bill, the period, the allocation method with the rule that permitted it, this unit's read pair with dates, the proration days, the fee, and every recalculation ever applied. If that takes 40 minutes to assemble, you do not have a billing system, you have a spreadsheet with a login.

A regulatory inquiry or demand letter arrived and assembling the evidence was painful. Or the outsourced fee per unit would fund an internal system in under three years.
How to choose a developer for submetering and utility billing software
Ask them to draw the model before you sign. You should see master account, master bill with service period, meter with register and changeout history, read with source and quality, unit occupancy interval, allocation rule with jurisdiction and effective date, and charge line with derivation. If they draw units and invoices, they are building an invoicing tool and your reconciliation control will not exist.
Ask how they will handle a meter changeout mid period. If they do not immediately mention register rollover and carrying the old final read, they have not done this and your first renovation cycle will produce impossible bills.
